The Phelans are a wolf-blooded family that has lived in San Francisco since the Gold Rush. It is currently an alliance of two packs, one downtown and one uptown. The packs currently have equal standing, but in the past a prominent alpha has risen and been recognized as leader of the family as a whole. The last was Sean Keegan, who acted as the family head until his death in 1968. Since then, both Tess and Hugh Keegan have been the core of their respective packs but neither has sufficient sway with the other’s to be family alpha. The family graveyard is at their cairn in Golden Gate Park.
