Appearance

An extremely muscular Hispanic man in his early 30s with short black hair, dark cruel eyes, and a predatory countenance. He is wearing a starched white shirt, expensive slacks, and boots with a heavy gold ring on his right hand and matching cufflinks. He has a good grey suit jacket under which he keeps a poorly concealed hunting knife in a shoulder sheath.

Storytelling Hints

Cesare is, at heart, a cruel and selfish man who enjoys the power his new life has given him a little too much. He was quite an effective reeve in his earlier days, but now his paranoia is a serious impediment. He has responded to this by retreating further into his diversions.

Background

Cesare was born (1852) the son of a prostitute and a nameless sailor passing through the Barbary Coast. He grew up around whores, gamblers, thieves, and opportunists of all sorts, eventually ending up as a the head of one of the gangs working the docks. He was noticed by Charles when his men pulled off a daring robbery of one of the merchant ships which the Prince happened to have an interest in. Taking an interest in the man, he followed his exploits up until he was due to be hung, at that point offering him a new lease on life and a chance to play in a much richer arena (1880). He accepted and spent the next twenty-five years being schooled in the workings of Invictus law and tradition so that, when he received manumission (1905), he was ready to assume the role of Reeve in the quickly growing city. His was a trial by fire, literally, but he proved himself to his sire and took his place in the rebuilt San Francisco with a newly earned title of tribute. They had a falling out during the 1930s trouble, when the deeply religious Cesare sided with the Bishop, and it left their relationship colder and more professional than before. Over the years since, Cesare’s appetites have been slowly wearing away at his sanity and some are beginning to doubt he is still fit for his position, particularly the new Prince. Cesare doesn’t have much in terms of his own wealth. He owns his home and belongings, but his expenses are paid for by House Pullus (by design). He has managed to acquire a fair number of contacts in law enforcement and the criminal underworld, but has no sway in either domain.

Notable Events

In the early 70s, Cesare arranged the ambush that nearly wiped out the Calun pack, assisted by Jerome Bousquet and Walter Turnbull. He still has trophies of the Uratha he killed and is still bitter it didn't earn him a Title of Tribute.

Recent Events

The Lord Reeve has become a regular patron of Lady Mia’s services, partaking of whatever exotic vessal she can produce. His tastes have been getting crueler and he’s recently killed a young Thai woman. His derangements lead him to believe he was set up and he’s started to become wary of the Nosferatu, which is good because she’s planning on using him for her coup.
