Storytelling Hints
Due to the effects of landfill and pollution, the Bay is one of the few elementals who is strongly concerned with humans and their actions. It has led the Court of the Bay since the days when it was directly at war with the Court of the Phoenix, but these days it takes a less aggressive view. Resigned to the fact that human civilization is here to stay, it works with the Phoenix Court to encourage growth which isn't detrimental to the natural world. It has been pleased with the move towards environmental awareness in the region. It tends to the members of its court as if they were its children and takes great offense at any harm done to them.

Background
This spirit was born of the waters which flooded this valley from the Pacific Ocean, which the Bay considers its parent and patron. It has a long history and close ties to the Santa Cruz Mountains and Grandfather Fog in addition to the spirits of the rivers which feed it and the many spirits of nature that call it home. It has suffered at the filling of its swamps, pollution of its waters, and abuse of its resident animals, plants, fish, and birds.
