The Children give an aura of helplessness and vulnerability and use this to manipulate people into fear and extreme restriction of freedom or persecution of those they deem a threat.

Background
The Children are the embodiment of parent's paranoia at the dangers potentially facing their children. It has lurked in the city for years, but has become particularly strong in the era of the Internet and the school shooting. It was an early recruit of Liberal Anxiety and a natural fit for the New Haight brood.
