High Council

This group of mages is tasked with enforcing the Barbary Compact. Their identities are shrouded in mystery and they only meet in extra-dimensional spaces which never link to the same place twice. Each is served by a Provost, who acts as their public face and right-hand, and the council as a whole is served by the Sentinels, who enforce the law.

• High Shaman: Beast. A young woman with a Hispanic accent. 1970. Concerned with balance and repercussions. Practical. Charity/Gluttony.

• High Seer: Faerie. A young girl with an American accent. 1991. Concerned with freedom and happiness. Idealistic. Faith/Lust.

The High Seer will vote against death and the High Theurge will vote for it. One success gets the High Shaman on their side, three gets the High Necromancer, and five gets the High Warlock. Manipulation + Persuasion. Teamwork will help.
