Places tainted by sorrow and pain and suffused with apathy in World of Darkness: San Francisco. The largest one in the city is Alcatraz but smaller ones exist in old hospitals, housing projects, and throughout the Castro.

Effect

A Resolve + Composure roll needs to be made to leave the shoal. One roll can be made per day and subsequent rolls are at a cumulative -1. Lost objects sometimes show up in shoals.
