Description
It appears as a tall, thin vortex of sand or as a creeping patch of sand, seemingly blown from place to place by an unfelt wind. Its words are like the hiss of shifting sand dunes.
Storytelling Hints
Sand Devil is a hateful spirit, an elemental driven mad by the destruction of its habitat. It exists only to bring about the destruction of the city and will do anything to undermine it. Its worship of the Big One nears fanatical reverence and it is also closely tied to the spirit False Land in the Marina, another Earth spirit tied to the Dragon Court.

Background
The Sand Devil is one of the more powerful remaining spirits of the Great Sand Waste, who grew by feasting on the spirits of destruction birthed as it and its brethren eroded and undermined the attempts to claim the land. While it lost, it has sustained enough strength to remain in the former Outside Lands as a hunter. It is allied with the Dragon Court and often acts as its spy. It also has old ties with the Predator Kings and is known to assist them. The Sons of Heaven are said to have an interest in repaying the spirit for treachery during the Castro Wars and the spirit doesn’t often venture into Sunset these days, for that reason.
