In 2089 the government purchased a set of powerful AIs to advise officials. A large cadre of cybershell observers gathers data on conditions around the country; many human citizens resent the monitoring and are prone to petty sabotage. The system is not precisely cyberdemocratic, since ordinary citizens have little voice in government.
