Shadow

Spared the wholesale destruction suffered by the neighborhoods to the east, much of the Western Addition is still asleep, with only occasional buildings and streets having attained any solidity. What the district does have in abundance are spirits of despair and anger, spawned first by the Japanese relocation during World War II and the subsequent forced removal of the black population during civic replanning, and fed by the areas bouts of poverty and decline. Their taint tends to infect the other spirits in the region, making it a somewhat volitile place to be.
